First off all to shut down quickly u can use- hold the cltr key before pressing the shutdown button it will stop all the processes forcefully at a time.
To limit the no of processes u can use multiple ways:
1) If u have knowledge abt registry than go to the following tree
HKEY_LOCAL_USER–>microsoft–>softwares–>select default processes , make a key named disallow run and set its binary value to 1, and than paste all the processes that u won’t want to run.
2). press Cltr+alt+del go the processes than individually stops the processes u want.
3) many more…if u want

Are you sure you are running 72 programs or do you mean processes? If it is programs, then you have other issues.
First off, try setting program preferences to not run at startup. If this cannot be found within the program preferences, check links in your STARTUP folder. If that fails, then use MS Config to eliminate them at startup.
Now that you have stopped the programs from running at startup, there may still be some processes running that cannot be controlled through the processes listed above. For these we need to kill them at the process level. Start by going through your running processes. Search these on Yahoo or on liutilities or neuber (search process name from Yahoo e.g. svchost.exe). one of the sites will tell you whether it is critical or not. (you could also get this list from Hijack This).
I game, so I created a batch file (use notepad or notepad ++ or your fav text editor and create a task kill bat file) see instructions at link. For any non-critical process create a task kill entry, save the batch file, then run it before you want to game or whenever you want your system to be a bit more responsive.
As to faster shutdowns, the above steps may speed up the shutdown process, but I have no further advice.
Hopefully the above is still accurate for Vista, I am still running XP Pro and will be until I have to switch.
