What are advantages and disadvantages of running as an independent in small time elections? Like for mayor, sheriff, etc. It seems like there are a lot more people running for office at the municipal level, than higher offices. Why is that?

Better off having a party behind you. The parties are organized for a reason, and that is for elections.
